Construction is underway on The Chancellor, a new housing project by Paragon Living in Winnipeg’s south end. It consists of 95 rental units, including 38 affordable suites. The Government of Canada, City of Winnipeg, and Roseau River Anishinaabe First Nation are providing a combined $38.5M to the project, which will give priority to the First Nation’s membership when complete.

True North Real Estate Development is moving forward with its plans to purchase and redevelop the Portage Place mall in downtown Winnipeg. Construction will begin in 2025 on the project, which will include a health care centre as well as a residential tower, built in partnership with the Southern Chiefs Organization. The federal government recently announced a contribution of $27M in addition to $40M in assistance from the City of Winnipeg.

The City of Winnipeg is committing to provide $40M in grants and tax relief to True North Real Estate Development, to support its plans for the downtown Portage Place mall. The company has offered to purchase the nearly-empty shopping mall, proposing to convert it into a medical and social services facility along with 200 residential housing units.

The Senior Residences of Oakdale, a three-building development in Winnipeg’s Charleswood neighbourhood, will add 270 rental units to the area by May 2025. The 55-plus complex includes 63 units coming this fall, 125 this winter, and 82 by next spring. The project is a partnership between Edgecorp Developments and Exemplar Developments.
Several housing developments are beginning or continuing construction this year in West St. Paul, a fast-growing municipality north of Winnipeg. The area population has increased by about 3,000 since 2019, requiring the rapid building of homes, service roads, and other infrastructure.
Construction is progressing on Aurora at North Point, a 220-acre residential and mixed-use development in north Winnipeg. When complete, the project will include 1,000 homes, 500 rental units, 45 acres of commercial space, and a K-8 school. It began construction in 2016 and is slated for completion in 2027.
