City of DeltaRegulatory SpecialistThe City of Delta is seeking a Regulatory Specialist who will act as the Engineering department?s strategic advisor to advance archaeological and environmental regulatory approvals for Delta?s municipal infrastructure projects. The incumbent will be a seasoned archaeologist or biologist, possessing strong knowledge of BC?s archaeological and/or environmental regulatory requirements, who can guide others and find effective solutions in complex environments.Reporting to the Manager, Project Delivery, the Regulatory Specialist is responsible for all submissions related to regional, provincial, and federal regulations to ensure the timely acquisition of senior government approvals necessary for project commencement. The ideal candidate shall have a strong understanding of regulatory frameworks and regulations pertaining to, but not limited to, the following:KeyResponsibilities: Prioritize, oversee the preparation, application, submission, and tracking of all regulatory permit applications related to Municipal works, ensuring that documentation is complete and compliant with regulatory requirements. Conduct background research to assess the archaeological potential of a project area; evaluate possible impacts to any identified archaeological sites caused by proposed project. Provides professional reviews, advice, and direction in archaeological and/or environmental resource planning and management to operation and field staff, partner groups and other departments. Collaborate with Project Managers, Engineers, and other stakeholders to develop permitting strategies that align with project goals and timelines.Qualifications: Bachelor?s degree in Environmental Science, Archaeology, Public Administration, Urban Planning, Engineering or a related field. Registered Professional Consulting Archaeologist, Registered Professional Biologist, or equivalent Minimum 5 years of experience in environmental or archaeological regulatory compliance, permitting, or project management, preferably in a municipal or public sector environment. Strong understanding of regulatory frameworks and regulations pertaining to, but not limited to, Archaeology: Heritage Conservation Act, Water Sustainability Act, Wildlife Management Act, Navigable Waters Act, Department of Fisheries and Oceans Act, Metro Vancouver Bylaws, Third Party Utilities acts, Railway Act Expert knowledge of regional, provincial, and federal regulations related to construction and municipal projects in British Columbia. Excellent communication skills, both written and verbal, with the ability to interact effectively with diverse stakeholders, including government officials and community members. Strong organizational skills and attention to detail, with the ability to manage multiple projects and deadlines simultaneously. Thorough knowledge of the principles, practices, techniques, methods and procedures applicable to projects or initiatives that relate to infrastructure, archaeology, planning and land use, and/or resource management. Considerable knowledge in liaising with First Nations, provincial regulatory bodies, municipal staff and other levels of government. Certification in project management or regulatory affairs is an asset. A Valid Class 5 Driver's Licence for the Province of British Columbia.The City of Delta provides a competitive salary of $94,0974 - $111,624 (commensurate with experience) and an excellent benefits package including Municipal Pension Plan as well as an earned-days-off system.
