Build a Future at the City of Surrey SCOPE Reporting to the Chief Human Resources Officer, the Employment Manager is responsible for working with key stakeholders to effectively re- envision the recruitment framework and the related processes at the City of Surrey; implementing the identified opportunities; and then sustaining recruitment into the future. Working together and linking with evolving technologies, you and your team will deliver all aspects of the recruitment process. This role provides strong and effective leadership, direction and professional expertise in all areas of sourcing, recruiting, selecting, onboarding and retaining talented individuals for the City. The Employment Manager and the Employment team are key business resources at both the strategic and tactical levels to other City managers.EMPLOYMENT STATUSFull-time Regular - ExemptRESPONSIBILITIES Strategic Design & Execution, including collaborating with stakeholders in developing strategies on sourcing and recruitment; utilizing best practices and other strategies to continuously improve processes; supporting succession planning and development processes; and identifying and implementing appropriate recruitment technologies and metrics. Leadership, including managing and supporting a talented recruitment team by setting clear expectations and providing ongoing performance feedback and development opportunities; managing related budgets; implementing and overseeing processes to ensure compliance with applicable legal standards; and contributing to the strategic planning of Human Resources focusing on recruitment practices and procedures. Stakeholder Relationships, including effective engagement with key user groups to support a culture of collaboration, trust and open communication around recruitment; leading City initiatives with respect to inclusion in recruitment, including networking with internal/external service providers; mentoring, coaching and developing staff in the recruitment/employment function; and facilitating training for leaders on effective practices. Recruiting, including sourcing, screening, recommending and hiring high quality staff; leading community outreach initiatives; working with the recruitment team to plan and manage the execution of creative sourcing activities such as career fairs, student recruitment opportunities, workforce agencies, job boards, and social media. Project Management, including developing and leading small to medium-sized projects related to the evolution of recruitment processes and technologies.QUALIFICIATIONS Bachelor?s degree in a related field; and a good understanding of modern and traditional recruitment technologies, metrics, and project management 7-10 years? broad experience in recruitment, preferably in a unionized environment, and supplemented with broad Human Resources exposure CHRP designation is an asset Successfully managed a team of professionals, and have experience in leading the development and implementation of diverse recruitment and employment administration initiatives A successful track record of engaging with diverse stakeholders to achieve mutually beneficial outcomes Excellent communication skills (written and verbal) Ability to deliver complex results in tight time frames and have strategic thinking Experience in progressive recruitment roles OTHER INFORMATION Annual Salary: $130,501 - $153,530 Destinationone Consulting has been retained for this recruitment process.
