Regional District of Central OkanaganIndigenous AdvisorThe Regional District of Central Okanagan (RDCO) is looking for a dynamic professional to fill a key position as an Indigenous Advisor. In this position, you will provide leadership and guidance in moving local government Reconciliation actions forward, as well as building strong government relationships with syilx communities in the Central Okanagan.Principle AccountabilitiesDevelop and amend an RDCO Reconciliation and Indigenous Relations Framework. Assist in ensuring the framework is applied to operations, process, projects and programs in the RDCO?s business units. Develop culturally sensitive policies and advise on RDCO policies and protocols through an Indigenous lens. Share a syilx / Okanagan and Indigenous perspective for the purpose of educating and informing others within the RDCO and community. Build RDCO?s cultural competency by fostering opportunities to learn about and work with local Indigenous communities. Foster educational opportunities for staff, the Regional Board and Councils of other local governments within the RDCO. Foster partnership programs and activities with local Indigenous communities. Strengthen local government relationships with syilx / Okanagan governing bodies in the Central Okanagan. Work closely in a government to government relationship with Westbank First Nation, Okanagan Indian Band and Okanagan Nation Alliance. Act as a liaison to various communities of interest and communicate in a meaningful and purposeful way with the objective of building strong, long-lasting and mutually beneficial relationships. Participate regularly in projects, networks, forums, committees and workgroups to establish RDCO as a local government striving toward Reconciliation. Act as the key Indigenous contact within the RDCO to help build efficiencies between the RDCO and Indigenous organizations (including but not limited to syilx / Okanagan governing bodies, Metis Association, Ki-Low-Na Friendship Society and post secondary institutions). Contribute to RDCO communication and engagement activities for programs and projects that impact syilx / Okanagan communities and the urban Indigenous population. Provide content for RDCO channels including website, social media, YouTube and other. Prepare reports, briefings, correspondence Make presentations to elected officials, staff and community organizations. syilx / Okanagan Nation understanding Demonstrated understanding and respect for syilx / Okanagan culture, traditions, history, and governing practices. Good working relationships with Westbank First Nation, Okanagan Indian Band and Okanagan Nation Alliance Working ConditionsPhysical Effort: Sustained keyboarding, set up and take down of light equipment for presentations and events. Physical Environment: Office environment with some field visits. Mental Stress: Ability to work in high pressure system with problems and deadlines. Frequent interruptions in workflow. Sensory Attention: High concentration. Deal with large quantities of complex information. Must be completely focused to make configuration changes with accuracy. Tact and discretion are necessary.Training and ExperienceA bachelor?s degree or professional designation in public administration, political science, communications or a related field or an equivalent combination and experience. Five years? experience in community engagement or community building including Indigenous relations with an emphasis in local government. Must have significant experience working collaboratively with government agencies, local communities, governing bodies, senior staff and community stakeholders. Must identify as Indigenous as defined in the Canadian Constitution as First Nations, Inuit, and Metis. Must have exceptional cultural understanding of syilx / Okanagan communities in the Central Okanagan and how to build relationships with these governing bodies in the context of Local Government.
