This is inspectional and regulatory work of a supervisory nature in the enforcement of specified bylaws. Reporting to the Chief Bylaw Officer, this role investigates and processes complaints, supervises the work of a group of bylaw and parking bylaw enforcement officers, and a clerk, assists in the preparation of branch policies and new bylaws, gathers evidence and appears in court, and assists other departments on their bylaw enforcement problems. The work involves considerable public relations contact and requires considerable independent judgement, action, tact, professionalism and diplomacy within policy, bylaw and regulation limits.In this role you will:Investigate and process bylaw complaints concerning infractions and violations, enforce regulations and bylaws relating to unsightly premises, noise, streets and traffic, conservation, signs, nuisances, dogs, sprinkling, buildings, waste removal or any other related matters; and handle complex or controversial enforcement matters. Plan, assign, supervise and review the work of a small group of employees engaged in Municipal and Streets and Traffic Bylaw enforcement and other bylaws as required; and participate in selection, training and performance evaluation. Prepare reports, maintain records and correspondence related to the work performed, assist in the development of, and amendment to, the branch?s policies and procedures; assist in the preparation of new bylaws and the revision of existing bylaws. Gather evidence and appear in court as witness for prosecutions as required and swears information at provincial court. Screen ticket disputes and ensure quality of evidence reports for adjudication hearings. Assist other departments in their enforcement of regulations and bylaws; explain and interpret bylaws and regulations to the public and attend meetings as required. Respond to enquiries from public by email, phone or other communication methods. Deliver summonses and subpoenas on behalf of the District. Performs related work as required.The successful candidate will have: Considerable knowledge of the bylaws and regulations related to the work. Sound knowledge of court procedures and legality of various types of evidence. Sound knowledge of the geography and street locations in the District. The ability to investigate complaints and enforce bylaws and regulations with tact, impartiality, firmness and use of sound judgement. The ability to plan, assign, supervise and review the work of a small group of subordinates engaged in bylaw enforcement work, and to participate in the selection, training and performance evaluation of same.
