_*Position Summary:*_
Elmira District Community Living (EDCL) is seeking a Human Resources (HR) Manager to oversee all Human Resources functions. Reporting to the Executive Director, and overseeing a team consisting of an HR Assistant and a Scheduler, the HR Manager will be responsible for leading and directing the routine functions of the HR department. This includes but it not limited to hiring and interviewing staff, providing direction on training plans, managing accommodations, leaves and return to work plans, administering benefits (Manulife & CHUBB), handling grievances, administering discipline, conducting investigations, updating the HR policy manual, and maintaining accurate personnel files. The HR Manager will also support the organization?s strategic efforts through special projects related to Succession Planning, Diversity, Equity and Inclusion, and Employee Culture.
*Hours*: Monday through Friday with some flexibility as required
_*Duties & Responsibilities:*_
· Collaborate with management and union representatives to improve the work environment and address employee issues.
· Assist employees with benefits, leaves, claims, and accommodation requests.
· Participate in disciplinary actions and grievance meetings.
· Conduct investigations as needed.
· Provide HR guidance and support for employee-related matters.
· Manage the full recruitment cycle, including developing job descriptions, posting job openings, and conducting interviews.
· Coordinate with hiring managers to ensure effective recruitment strategies and processes.
· Collaborate with the Executive Director to design and oversee training programs to meet organizational needs and compliance requirements.
· Supports with the maintenance of the Pay Equity.
· Maintain accurate records and documentation.
· Ensure compliance with applicable legislation.
· Assume duties as Privacy Officer under the Personal Information Protection and Electronics Document Act (P.I.P.E.D.A.)
· Assist with projects related to Succession Planning, Diversity, Equity, Inclusion, and enhancing employee culture.
· Supervise a Scheduler and HR Assistant.
· Other duties as required.
_*Qualifications:*_
· University Degree in Human Resources Management (or equivalent, i.e. Industrial Relations), with a minimum of 2 to 3 years of related work experience, at Executive Director?s discretion.
· CHRP designation required.
· Experience working in the Human Services/Non-Profit sector is preferred.
· Experience in unionized environment is an asset.
· Strong knowledge of applicable Ontario employment legislation (Employment Standards Act, 2000, The Ontario Human Rights Code, Occupational Health and Safety Act, etc.)
· Experience with HRIS and shift-filling programs. (Experience with StaffScheduleCare and Staffstat is an asset)
· Excellent verbal and written communication skills.
· Strong organizational skills and attention to detail.
· Strong interpersonal, negotiation, and conflict resolution skills.
· Excellent analytical and problem-solving skills.
· Ability to prioritize tasks and to delegate them when appropriate.
· Ability to act with integrity, professionalism, and confidentiality.
· Proficient with Microsoft Office
· Flexible with respect to scheduling to support with job responsibilities as employees work 24 hours/day.
